75% Private Jobs for Locals – Pros & Cons of AP Govt’s New Act

The news about making 75% jobs to local candidates by YS Jagan, CM of AP in the following link raised several hopes and also doubts:

The Hopes:

  • If skills are not available train the locals and take them.
  • The escape route is closed for companies in the pretext of non-availability of skilled manpower.
  • Except the exempted industries, all the companies in all industries must comply with it in 3 years time and submit yearly status report of the compliance.
  • Ramping up of Skill Development Centers in the State to meet the skilled manpower needs of the Industries.

 

Doubts:

Industries in 1st Scheduled of the Factories Act remain exempted that means Pharma, Petroleum, Coal, Fertilizers and Cement are exempted from this due to their hazardous nature of work.  In fact it is these industries that offer more employment. Take the case of Cement and Pharma Industries. Pharma industry needs Production Chemists and M.Sc., Chemistry candidates in good number. This talent is available but the quality of this talent is poor in terms of being able to articulate and express in writing what was learned and its usage. This talent pool needs communication skills.

Similarly the Cement Industry operate in clusters and engage local persons for operating roles. When it comes to engaging skilled manpower this industry engages itself in head hunting.

The Govt of AP needs to create Industry Specific Skill Development Centers in collaboration with the Industry. Such centers shall be run by the Industry Professionals with  Facilitator(s) from Govt side to ensure compliance and act as a catalyst in the interface between Govt and Industry. How much serious the Govt in this regard is a question mark unless its actions as seen for ensuring compliance.

The Govt of AP also needs to collaborate with the academic institutions that offer courses that are even today not compatible with the Industry Needs. Take for instance B.A., B.Com., and B.Sc., the traditionally the courses being offered by Universities. How does a BA qualified person become compatible to the needs of any industry?

The industry needs functional skills that can be imparted by Universities by redesigning their courses. This is a long pending issue. There is indeed no need for starting separate skill development centers when there is a clear alignment of courses being offered by the Universities with the Industry needs. We have robbed this ability of our students for good 5 decades. How much is Govt of AP serious about this problem is yet to be seen.

We can list the set of functional and behavioral skills needed for different areas and at different levels.Its high time the govt of AP create an autonomous professional body drawing the professionals from various  industries to map the existing and identify the gaps that exists at various levels like entry, junior, middle and senior levels across functions and industries.

These gaps can be identified even at academic level so that they serve as guide for the Universities to redesign their courses and thereby make available the necessary talent pool from the institutes affiliated to them.

Therefore it is not just the Law that makes things possible, it is the concerted effort with passion that makes the objective  of this Law achievable. A SMART approach to unemployment in AP needs to be made so that the problem of unemployment, skill gaps, non-availability of talent stand resolved.

Unfortunately the Ministry of HRD at the center  is only busy with administrative work. This Ministry needs to revamp the Education System. Just as we see so much login in One Tax One Nation, why not One Syllabus (from KG to PG) one Nation?  This is not being talked about. We divided our children in to various streams like CBSE, ICSE, State Syllabus. Each stream has got different approach towards education and the subjects.

A slum dweller goes to govt school that teaches state syllabus with inferior quality teaching staff. A student from Middle Class Family goes to a Private School that runs on CBSE syllabus. A rich students goes to International Schools and learns things with a different perspective. This is how our society is stratified.Ministry of HRD failed miserably in ensuring Uniform Education System in the country. Any child at any corner of the country shall study the same syllabus then we can make meaningful analysis of the talent available. This basic requirement is yet not available in our country.

Without this whatever efforts we make, they remain incomplete. Several appeals were made to Smriti Irani, Prakash Javdekar and now Dr. Ramesh Pokhriyal. Modi govt is busy reforming the Madrassas.Last but not the least is the availability of passionately committed Trainers. Where is the National policy on Teachers Training, Training for Trainers, centrally and available course material, reference books, case studies, etc.?
